In "all watched over by machines of loving grace" he described how the Belgian colonists in Rwanda created racial tensions that ultimately led to genocide by pitching 2 groups, the Tutsis and the Hutus against each either. 2 tribes who had lived happily in peace for many years.
I think what you're saying is that fear of the unkown has a biological basis, but which group you are afraid of is culturally determined. Which I totally agree with.
